Rodney, yes she can own it in MA. The question is, do you also live in MA? There's no law that prohibits a gift of a firearm to a relative or friend who lives in your home state. The transfer of a firearm across state lines must be done through a Federal Firearm Licensee (FFL) if you want to gift a firearm to someone outside of your home state.
