Robert, if the original magazine was state compliant (should not have been removed by Buds) you should have got the factory magazine. Did your receiving FFL open the box in front of you, just asking. I would contact Buds to see what they have to say at 1-859-368-0371 9am-9pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.

Buds deosnt remove magazines unless requested by the customer for state compliance, some manufacturers (including certain skus by Ruger) only include 1 magazine. If ever unsure in the future about what comes with any item you purchase you can post a "what is included with this item?" Question to the community and we'd be more then happy to look that up for you, you can also contact buds support by phone, or the chat and they can tell you what is included. Also when your firearm arrives at your FFL it is recommended that you inspect thoroughly the firearm and all accessories, before beginning the transfer, if its not as advertised, you can refuse the transfer and recieve a full refund of your purchase price (shipping and or insurance on shipping is not refundable).
