I think in Ca it has to be over 16" and the one you are referring to is 12.9 inch

It's not compliant, because the Mare's Leg / Ranch Hand style firearms don't meet the requirements of the handgun roster. The exemptions folks are using for AR and AK pistols as bolt-action single shot pistols don't apply, and short barreled rifles are illegal in CA. (Longer barrel versions are legal).
