The M1A are considered assault rifles in NY, so as long as it doesn't have any banned features you'll be good to go. Like collapsible stock, pistol grip, thumbhole stock, foregrip, bayonet lug, flash hider, muzzle brake, muzzle compensator, threaded barrel, grenade launcher or magazine over 10 rounds you'll be good to go. I know Springfield makes a model M1A specifically to be NY compliant so they're out there, just gotta find one. Good luck and hope this helps.
From what I'm reading there's a loophole, if you find a M1A in 6.5 creedmoor it's not considered a assault rifle so you don't have to work around all the banned features. I'd double check this with your local FFL but definitely something to look into.

John, the M1A's I see in stock at Bud's have muzzle brakes, which would be a no-go. If you list the specific model, we can give you a more definite answer. Have a great day!
