It should be good to go. There is NOWHERE online that states this has a flash suppressor, although some in the community have claimed it does, no one claiming this owns this rifle and none claiming this has produced a link stating it has a flash suppressor. If it does have a flash suppressor it would be banned if not its good to go. Id contact keltec for verification, before id believe James or anyone else in the community who guess and tell you one way or another. If this would have a flash hider it would also be banned in California, Wich it's definitely California compliant. That's why it has the CA in the title, cause this models made to be California compliant. When it comes to semi Auto rifles California and DC have very similar laws. So you're good to go in DC.
