No it is not legal in NY, NY bans semi-automatic rifles that can accept a detachable magazine, and has a pistol grip or thumbhole stock. https://www.budsgunshop.com/feeds/state_reg/new_york_restrictions.pdf

Robert, unfortunately it is not NY compliant being a Semi-Auto with a Detachable Magazine and a Thumbhole Stock and/or Threaded Barrel. Cheers and stay safe!
