Without the magazine yes because it has a 20 round capacity. Buds has an option at checkout to remove the magazine for capacity restricted states. Youll have to buy a 10rd magazine to use the firearm though. But without the magazine yes this is California compliant/legal. Hope this helps.

Luis, All rimfire caliber rifles with a magazine capacity of 10 rounds or fewer (e.g.: .22LR, .17HMR, etc.) are permitted, excluding rifles with tubular magazines in lever-action firearms, which do not have magazine restrictions. Rimfire caliber rifles are not considered "assault weapons" and can have features that centerfire rifles cannot. Buds will remove the 20rd Magazine but you will need to purchase 10rd magazines separately.
