Sorry I think its a error on buds part. The only way it would be legal in CA is with a fixed 10 round magazine and nowhere including the RRA site said it was fixed mag https://www.budsgunshop.com/feeds/state_reg/california_restrictions.pdf However I would suggest you check with your local FFL as he will know the latest rules
