I'm not so sure because of the magazine load I am not sure but I believe they only want a magazine load of 6 or 7 rounds per shotgun I would check that law before purchase

The way I read the rules it appears to be NY legal however I would ask my local FFL as he is the one putting his license on the line to transfer it to you
