The nightstick and the Shockwave are going to be the same exact classification, so in locations where one is legal they both are. The reason you are getting a mixed answer from sportsmans is because they are a national chain and are implementing a blanket policy rather then doing their research. Ordering from buds, you have to clear buds filters and have the shotgun shipped to a local ffl (NOT SPORTSMANS) so the receiving ffl is not going to jeopardize their shop, and their livelihood just for one sale. If I was you I'd order it from buds, have it shipped to the ffl who told you "its legal" then do your transfer and enjoy. Several years back there was some controversy over whether these would be classified as short barreled shotguns, pistols or firearms. In the end the ATF ruled them to firearms, that do not need to meet pistol regulations, and do not require atf approval or tax stamps, some major chains take a CYA approach rather then keeping up with the tomes. The only place I could even think that would have issues with this in PA is Philadelphia because they have stricter laws then the rest of PA but almost positive it's not banned there either. Again I assure you it's legal in PA because I also live there. If you still have doubts add it to your cart and start the checkout process. If it lets you finish and you get a order confirmation it's legal in PA because buds website will not let you purchase a firearm that's not legal in your state and won't let you finish the checkout process.
