Yes, +p ammunition is fine in Ruger pc carbines. I own one of these and it shoots +p just fine. The manufacturer recommends not to use aluminum cased ammo in this though, other than that you're good. Hope this helps.

Baxter, the Ruger PC Carbines will handle +P ammunition no issue. The PC Carbine is safety-rated for all SAAMI specification ammunition, including +P loads. .. This gun should not be loaded with +P+ ammunition at any time.
