Yes, you can have them shipped to an FFL dealer. Rough riders aren't allowed in Illinois because they don't meet the melting point of 800 degrees Fahrenheit. Heritage does make an all steel rough rider now though that does meet the melting point so should be legal in Illinois. Hope this helps.
