Anthony, the bottom pic rail should be the same. Description states "Picatinny rail for forend mounted accessories such as a light".

That's weird, they should both be the same. I'd contact emperor arms at (239) 201-3757 or email them at info@emperorarms.com to see why it won't fit. I know sometimes the polymer picatinny rails are harder to mount things onto then metal picatinny rails. I'm guessing either the picatinny rail or the flashlight mount isn't to the correct specs. I'd try another flashlight or as James said get a picatinny rail riser a metal one you can find them for like $10 and hopefully that will work. sorry you're having issues but hope this helps.
