The "Stamp" application is handled through your local FFL (submission of BATF Form 4). Submitted with your ATF Form 4, you will need 2 sets of fingerprint cards and 2 recent photos of yourself in a passport style. Contact your local chief LEO to verify they will sign off if needed.  If you have a "Trust" your transaction will definitely be much easier/quicker (just bring a copy of your Trust to your FFL when filling out Form 4. And $200 of course.
