Paula, from what I have been able to gather, it is Steel but Legacy Sports Customer Service can confirm this at 1-775-828-0555

I just did a little searching and found folks were not happy with the receivers & barrels when it came to rust issues with the metal used.

I've looked everywhere and can't find a definite answer. Looking at pictures it looks to be made of steel. You can contact legacy for a definite answer at +17758280555 or email them at sales@legacysports.com but I'm 98% sure it's steel. Hope this helps.
