It's for the magazine. 28 round magazine +1 in the chamber. Hope this helps.

William, this rifle has a 28rd Magazine and fully loaded with one in the chamber it holds a total of 29rds. With the 5rd Magazine the rifle holds a total of 6rds (5+1). Cheers and stay safe!
