Blem is short for blemished. Meaning this revolver has little minor imperfections. So it might have scratches, the finish might not of been done right. Nothing that would affect function and reliability though, just appearance. Normally manufacturers will sell slightly blemished items at a discount instead of discarding them. Hope this helps.
John, the Blems usually have a very slight spot imperfection in the finish. The blem is likely had to spot.
