This racks decently easy. The problem with smaller pistols is they're usually hard to rack. To make up for the light weight of the slide manufacturers put heavy recoil springs in, Wich makes racking the slide substantially harder. So you have to trade off for a heavy big pistol or hard to rack. For something easy to rack I'd go with a 22lr like Walther p22, or Ruger sr22, or a bigger 9mm. You can always go the revolver route too.
