Anthony, it does. The finned grip just removes one of the CA Restriction of a Pistol Grip. CA requires no muzzle device but do not restrict threaded barrels without said muzzle device. The issue is that NY singularly restricts Threaded Barrels or Pistol Grips (CA does not on threaded barrels without muzzle attachments. Unfortunately Buds will not ship to NY due too the Threaded Barrel in spite of the receiving FFL being willing to make compliance modifications. This is just Buds policy. Other FFL's will though. Hope this makes sense.

Not sure if every Distributor will Not ship a threaded barrel firearm to a licensed FFL dealer in NY as I've seen them for sale here in NY with the threaded barrels restricted by adding a threaded cap on.

Anthony, this does have a threaded barrel. All new production hipoint carbines do. Unfortunately buds will not ship a firearm that isn't already state compliant to have work done on it. It has to be state compliant to purchase it. Sorry but hope this helps.
