The UPC code is of a mid/late 2016 manufacture so I would say it's safe to assume Gen 1. Shame that Buds probably won't know Edward.

I disagree the model number 18019 crosses to the current Gen 2 http://ruger.com/products/precisionRifle/specSheets/18019.html even in your question you state that it has the short-action handguard in the BUDS listing it states ADDL INFO:Ruger Short-Action Handguard which would be the Gen 2 I searched the UPC at other sites and they all showed it with the Gen 2 improvements The new enhanced version was released in May 2016 http://www.thefirearmblog.com/blog/2016/05/12/new-rugers-enhanced-precision-rifle/
