Brit, being a semi-auto doesn't automatically exclude it from being CA compliant. In fact, Rimfire caliber rifles are not considered "assault weapons" and can have features that centerfire rifles cannot. Brit, yes and yes is an accurate answer to both posed questions. In California 22lr is not considered an assault caliber and it often takes a certain combination of features to disqualify a rifle that this one passes in CA. This is an excellent trainer for a teenager. Cheers and stay safe!

Brit, yes this is California compliant and is a great rifle for a teenager to learn how to shoot with. I have a Marlin model 60 Wich is very similar and have taught kids how to shoot with it.
