You are missing nothing Jeffrey. The Tuffy has no dedicated shell storage in the stock. You should be able to find a flexible shell holder to fit so shells would not rattle around with just a little trial and error.

To make a shell storage I would get some Styrofoam blocks glue them together if you have to. Then cut them to fit in the stock. Use a drill bit and drill some holes in it to insert the .410 shells almost like the Styrofoam inserts in ammo boxes. in fact you could cut down one from a 44 mag and it would probably work

I think its just the bolt hole under the cover. Not meant for storage, but you can make a little survival kit in a zip lock or sandwich bag and stuff it in there. Maybe some matches and fish hooks, etc.. But its just a hollow space with no true purpose for storage.
