Nicholas, that is a good question. One I think would be best to ask your local FFL dealer since they'll have the most up to date laws. Sorry can't give a definite answer but hope this helps some.

Nicholas, this would be a gray area as Mini Shells can be loaded into any shotgun (may not feed without an adapter) but, you get the point. Just the "Act" of loading more than the stated State capacity limit **In a Semi-Auto** is illegal by Law. Since Mossberg specifically "Designed" this to reliably feed Mini Shells and advertises the capacity as 13 + 1, this still would not preclude it from being NY Legal by stated Law as it only applies to *Semi-Auto's*. My opinion is that it is legal since it is a Pump Action but, please confirm with a local NY FFL Dealer on their opinion as they are most up to date on local Gun Laws. Cheers and stay safe!

My local FFL in NY has sold this model. They are very strict on compliance so I think they would know. But, you can double check with your local FFL.
