If it's a new or newer gun, I wouldn't mess with it and contact the manufacturer. I am going through something very similar with a new shotgun and, after I called them, they told me to ship it to them for repair. One thing to keep in mind is once you start messing around with majors issues like this (trying to fix it yourself) it could void the manufacturer warranty. If you have an older gun, doesn't really matter if you do it yourself or take it a gunsmith.

As long as there is not a round in the chamber, When a pump shotgun doesn't want to pump, a tried and true redneck method of forcing it to open up is to grab the pump and only the pump, point the barrel at the sky and smack the buttstock on the ground as hard as you can. This is called "mortaring" the shotgun. Yeee haww! If there is a round in the chamber take it to a gunsmith.

Rhonda, check the manual as there should be a bolt release button near the trigger or ejection port. This is usually there to release the bolt and pump handle. Check this first and if unsuccessful, give Savage Customer Service a call at (800) 370-0708 Monday through Friday 8:00AM – 5:00PM. Cheers and stay safe!

As mentioned, there IS a lever located on the leftside of the receiver by the trigger guard. When depressed it allows one to unlock the forearm. If that does not work & there is a shell Chambered just be very careful and mindful about setting it aside & call Steven's customer service line for help.
