Kirk, yes this is perfectly legal in new York. Since it's a bolt action it can have a threaded barrel. Hope this helps and enjoy.
This model being a Bolt action is NY compliant. Here in NY we are subject to some real lame rules for semi-Auto rifles but Bolt actions do not fall under those restrictions.
