David, yes, you rack the slide then put the safety on. When you're ready to fire flip the safety off and fire. This would be considered a medium amount of effort to rack. Unfortunately the smaller and lighter the pistol the heavier the recoil spring so it makes racking it harder. Here's a link to a pistol that is known for having a easy rack slide if interested. It's a Walther ccp m2 Wich has Walthers soft coil technology, so it has less recoil and is easier to rack then most semi automatic 9mm pistols. As mentioned David, you may want to look into the M&P Sheild EZ line. My wife is 71 and has the EZ .380 and loves it. For her hands it makes racking the slide a breeze!!!
