You have to manually pull the hammer back to fire it, where as a double action would fire with a longer heavier trigger pull without having to have the hammer in a rearward position.

Donald, it just means that to fire that the hammer must be thumb pressed and then the trigger pulled for each shot. Cheers and stay safe!
