Julian, yes, you can add any length handguard you want, there are no rules against this. Monstrum Tactical makes some affordable drop in handguards. I have built a few m4 arms now and yes you can, along as your not using an a2 front site.
Julian, yes you can Sir. Hand guards up to the actual barrel length are common with the recommended one being an inch less that the barrel so you won't have issues with muzzle brakes or flash hiders. Cheers and stay safe!
Julian, yes you definitely can. You can swap out handguards to a free float handguard of whichever length you prefer. I don't know your price range but here's a link to a quality budget rifle called radical firearms with a long mlok handguard. Julian, A2 front sight is no issue. I have extended handguard on my AR15 w/A2 front sight. See my first answer.
