Daniel, it is Buds policy to remove but not replace magazines with compliant ones. Seems a bit odd but it is their policy. The only thing I can think of why is that packaged magazines are less cost than retail packaged individual magazines. I really would not let this stop you getting the pistol that you want though. You could always check at other dealers for a better solution. Cheers and stay safe!
Daniel, your only option (when buying from Bud's) is to have Bud's remove the magazines and you will have to buy compliant magazines separately. budsgunshop.com/product_info.php/products_id/107782/cz-usa+p-10+compact+9mm+luger+10+round+steel+black+finish Bud's does not swap magazines. You could always call CZ-USA (800-955-4486) and explain the situation. I know some manufacturers have sent compliant magazines free of charge in situations like this. You could also try another vendor who would ship the 15rd magazines to your FFL to be pinned to 10rds.
Daniel, as others have stated it's the only option. Buds will remove the magazine but won't replace it. Buds also won't ship the magazine to have it pinned to 10 rounds. Unfortunately it's either lose the magazine or purchase from another dealer. As Edward said I have heard of some manufacturers willing to ship out state compliant magazines free of charge. So I'd definitely recommend giving them a call. Sorry but hope this helps.
