William, you're correct, it is California compliant. Buds website really needs updated. Several people have been having the same issue where it won't let them checkout even though the firearms compliant. Unfortunately in order to purchase you will have to contact buds customer service at 859-368-0371 Monday thru Friday 9am to 9pm or use the blue chat button at the bottom right corner of your screen.
