Steven, unfortunately Bud's does not do compliance work, nor will they ship it to your FFL for compliance work. Sorry, but this is Bud's policy. Your best bet for NJ compliance is to buy locally, I am also in this sh-thole state, but there are plenty of gun shops in NJ that have compliant rifles. Good luck & have a great day!
