William, Bud's does indeed ship to CA. The firearm must be CA compliant to ship. You are correct, there is no roster for stripped lowers or shotguns, there is only a handgun roster. Bud's website is in need of updating CA compliant firearms, so if you are having trouble checking out with a CA compliant firearm, Buds Customer Service will need to assist you at 1-859-368-0371 9am-8pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 8pm Mon - Sat.
