It does not come with a "trigger" lock but has a "cable" lock see page 11 of owner's manual https://rossiusa.com/Rossi%C2%AE_Semi-Auto_RS22M_Rifle.pdf

Ralph, it includes a cable lock Wich prevents it from being fired. All new pistols are required to have some type of safety lock. Rifles don't have to legally come with one but every rifle I've bought new came with one. Hope this helps.
