After you get your coupon from the sheriff's department and go back to pick your firearm up from your gun store that's when the FBI NICS background check is done.
Isiah, no background check is conducted as this takes place during your application and issuance of the purchase permit. Simply hand and go after the transfer at the FFL Dealer. Cheers and stay safe!
Isiah, depends on the state you live in. It is typical in some states, like NJ, where you need 2 background checks to purchase one handgun. The first background check is when you apply for a pistol permit, then the NICS background check at the gun shop when you actually purchase the handgun.
