Billy, I would imagine so, it would be silly to exclude DOD employees while contractors are allowed. Bud's can confirm at 1-859-368-0371 9am-8pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 8pm Mon - Sat. I have found the blue chat button works best.
