they are not the same even though they use the same case the original 22tcm required a 38 super mag as the 22tcm was to long to fit in a 9mm magazine. later RIA decided to make conversion kits for some existing 9mm handguns (glock) to overcome the need to use a 38 super mag they redesigned and shortened the bullet to make the OAL shorter. The 22TCM9R is a shortened 22TCM you can shoot 22TCM9r in a 22TCM gun with no issues

Dan, they are not the same. The basic difference between .22 TCM and .22 TCM 9R is that the bullet is seated more deeply into the casing of the .22 TCM 9R. This makes the rounds shorter, allowing them to fit into a 9 mm magazine.
