Because the SAFE act doesn't prohibit online retailers from shipping firearms to NY dealers (yet) unlike ammunition.

Stephen, that is not Bud's rule, it is your state legislators who make your laws. "Shipping bullets to New Yorkers' doorsteps is illegal and ammunition sellers that ignore the law will face the full force of my office," said Attorney General James.
