Greg, your best option is to find as many local gunshops as you can and see wich one has the cheapest ammo. I live in PA but gun shops can vary in prices pretty drastically. One shop might charge $17 a box of 50 9mm and another right up the road might try charging $30 for the exact same box. So I'd look around and hopefully you can find one with decent prices. Unfortunately buying in person is usually a little more expensive than online but by the time you add in shipping usually not by too much. There's people fighting to repeal the new ammo law so wish you and the rest of new York luck.

Greg, shopping prices at local gun shops and pawn shops is going to be just about the best alternative unfortunately. Both can order ammo so I would check if any are willing to place an ammo order for you. Cheers and stay safe!
