Clyde, usually the smaller local FFL's charge the lower transfer fees. Many Pawn Shops have FFL Licenses. Just call a few directly to get their transfer rates and decide from there. $40 is about average nationwide. Here in NC my used local FFL's charge $15 and $20. Wow, $75 for a transfer is ridiculously high!! Below the guys have given you some helpful info on getting a better deal on transfer fees. Good luck!!!
Clyde, 75 is definitely pretty high. The FFL I use charges $20 if you buy online and have it shipped to him and $5 if you buy it directly from him. Most others in my area are roughly $30-$35 and I thought that was high. Buds has a FFL locator that you can use to find FFL dealers near you and it should show their last known transfer fee.
