James, yes, this is legal in Maryland without the magazine. Buds will remove the magazine but won't replace it so you would have to purchase state compliant magazines separately. During checkout there will be an option to remove the magazine. If interested here's a link to a 10 round magazine that will fit. It is legal for purchase for Maryland. As mentioned though, Bud's will remove the non-compliant 30 round mags and you'll have to purchase the state compliant 10 rounders separately.
