Wes, it sure is. This includes the picatinny rail for accessories and extractors. Before doing any paperwork when you pick up a firearm at your FFL dealers I always recommend to thoroughly inspect the firearm. If there's any issues like missing or broken pieces, not as described just deny the transfer and your FFL will ship it back to buds, no charge to you and you'll be refunded. Once it's transferred into your name it's officially yours and cannot be returned. So any issues would have to go through the manufacturer. Hope this helps.
