John, yes, this is just considered as a other/firearm until you perform the background check/transfer at the FFL dealers. Personally I always register them as a pistol even if I'm making a rifle because you can always turn a pistol into a rifle and then back into a pistol. If it's registered as a rifle you're stuck using it for a rifle. Hope this helps.
