possible yes but highly unlikely To many records IE record that you purchased it at buds. record that bud shipped it to them. I would contact the FFL holder and see if he had a number to call about the background check
States voluntarily supply records to the databases that make up the NICS system. Once the NICS check is approved, usually within a few minutes with one phone call, the firearm should be transferred. If the NICS check comes back "pending" and no denial after 3 days the FFL can transfer the firearm. ***Note*** Some states do act as an intermediary between the Federal NICS system : https://www.atf.gov/firearms/qa/do-all-nics-checks-go-through-fbi%E2%80%99s-nics-operations-center - You can contact Buds 1-859-368-0371 9am-9pm EST Mon-Fri. 30 days is way too long so you may just need to get some more details of the delay from these jokers (as this is not normal at all).
