This thing looks like its not break action at all but rather uses a loading gate like an old SAA. Can anyone tell me what they mean by "open top"?

Chris, this is not a break action, it has a side loading gate. Open top means just that, the top of the cylinder is open, not enclosed by part of the frame. The break open is a listing error.
