§ 18.2-308.5 is targeting 3D printed-type guns or other "ghost guns" made almost exclusively of plastic and is not relevant here as this carbine contains much more than 3.7oz of steel and aluminum in various parts, namely the barrel and bolt. It is not much different than S&W, Glock, or any other common manufacturers' pistols made with a polymer frame but metal slide and barrel.
