it is fairly common for new mags to be tough to load the last few rounds into especially Hi-cap mags the best thing is to use a mag loader https://www.budsgunshop.com/catalog/product_info.php/products_id/92562/maglula+UP60B+Universal+Loader+and+Unloader+9mm+to+45ACP+Bla You can also load as many as you can into the mag and let it sit to help loosen the spring
Try loading the mag by tapping the mag towards the rear in your palm after you load each round to make sure they are all seated the same. They can sometimes seat different due to differences in spring tension at different levels.
Use an Uplula loader and every 3 to 5 rounds push all the way down and let it all the way up 3 or 4 times. This will properly stack the cartridges so more will fit in the magazine and it will let them feed smoothly. Just ramming them down makes them stack in a haphazard manner and they will bind.
