Charles, yes sir, this is legal in Utah. No tax stamp required because it is a pistol. Adding a stock or brace would turn it into a short barreled rifle and then would require a tax stamp. Stay safe & have a great day!

As it sits, you're good to go in Utah. But, as Ed C. Mentioned below, if you add a stock you're now in the SBR realm and would need a Tax Stamp.
