It is unclear to seemingly anyone whether or not the upper handguard in violation of section iv. letter I here: https://www.budsgunshop.com/feeds/state_reg/washington_restrictions.pdf Without the upper handguard (which is removable) this should be fine. However, it will likely come down to whether an FFL holder is willing to facilitate the transfer for you.
