Charles, this doesn't include the charging handle or BCG/bolt carrier group. This will fit a radical firearms AR-15 lower but this is a pistol upper. You said your radical firearms AR-15 has a 16 inch barrel wich would make it a rifle. So adding this pistol upper to a rifle lower turns it into a SBR/short barreled rifle Wich requires you to register it with the ATF and pay a $200 tax stamp. But the radical firearms AR-15 lower will work and if it's chambered in 5.56/223 you can even use the bcg and charging handle in this and have a complete functional firearm. Again though that reclassifies it into a SBR. Hope this helps and you're very welcome.
