These require an FFL to purchase because they are considered the firearm by ATF in the Sig P320 modular pistol system.
Dale, Bud's does not designate what it is when it is shipped. It's the frame of a handgun, designed to be used as a handgun, so it will be transferred as a handgun, at least in that state where I live. FFLs in other states put them in their books as others or firearms or n/a. I would contact your FFL and ask, as he will be the one filling out the paperwork. Stay safe & have a great day!
